Appointment of joint committees.

namely, as respects members of a committee or sub-committee,
references to meetings of the committee or sub-committee shall
be substituted for references to meetings of the Council, and
the right of persons who are members of the committee or

sub-committee but not members of the Council to inspect the
book to be kept under sub-section (5) of the said section 39,
shall be limited to an inspection of the entries in that book
relating to members of the committee or sub-committee.
50.- (1) The Council appointing a committee, either
under this Fart of this Ordinance or under any other enactment,
may make, vary and revoke standing orders respecting the
quorum, proceedings and place of meeting of the committee, but
subject to any such standing orders the quorum, proceedings
and place of meeting shall be such as the committee may
determine.
(2) The person presiding at a meeting of the committee
appointed either under this Part of this Ordinance or under
any other enactment shall have a second or a casting vote.
Joint Committees.
51.- (1) The Council may concur with the Government or
any authority constituted by the Government in appointing from
among its members and the officers of the Government or such
authority as aforesaid a joint committee of the Council and
- the Government or such authority for any purpose in which they
are jointly interested and may delegate to the committee, with
or without restrictions or conditions, as they think fit, any
functions of the Council relating to the purpose for which
the joint committee is formed, except the power oflevying, or
issuing a precept for, a rate, or of borrowing money:
Provided that when the Council concur in appointing a
joint committee for the discharge of any functions which under
any enactment the Council are authorized or required to
discharge through a committee appointed under that enactment,
and that enactment contains any special provisions with
